Setup Doxygen (#734)

* Move deps/ZipArchive -> Client/ZipArchive

We do not want it excluded from Doxygen as it's technically "our" code,
even though it's a third-party dependency.

This was officially tweaked specifically for KO (even moreso with newer versions),
so it should really be considered part of "our" code.

* Add Doxyfile & workflow for deployment
